Balcony solar panels in Cyprus: where things actually stand
Plug-in solar is spreading across Europe and is being introduced in Greece. Cyprus has not followed yet. Here is the honest position, and what would have to change.
Balcony solar is not yet permitted in Cyprus. We have found no Cypriot framework that allows plug-in photovoltaic systems the way Germany and, shortly, Greece do. Solar here still goes through the EAC connection process.

Interest in balcony solar has grown quickly, and much of the news reaching Cypriot readers is actually about Greece. The two markets are separate, with different regulators and different grid rules, so it is worth being precise about which applies to you.
What a balcony system actually is
It is deliberately simple. One or two panels, a small inverter, and a plug.
That last point matters. A balcony system is not a small version of a rooftop system. It reduces consumption at the moment it produces, and nothing more.
Where it is already allowed
- Germany — permitted up to 800 watts output since a regulatory update in May 2024, raised from the earlier 600 watt limit, with a simplified registration process
- Greece — a ministerial decision introducing plug-in systems up to 800 watts, for self-consumption with no export to the grid, went through public consultation in July 2026
- United States — several states have enacted or proposed rules, with a dedicated safety standard for plug-in solar devices
The direction across Europe is consistent. Cyprus has not published anything equivalent that we can find.
Why it would matter here
Cyprus solar policy has been built around households that own a roof. That leaves out a large group entirely.
Apartment residents
No roof rights, no shared-roof mechanism, and no practical route to any solar at all today.
Tenants
A fixed installation on someone else’s property is rarely realistic. A plug-in system moves with you.
Small consumers
For a modest flat, a full rooftop system is oversized. A few hundred watts would fit the actual load.
High daytime users
Anyone home during the day, with a fridge and air conditioning running, would use nearly all of it directly.
What would need to change
A workable Cypriot framework would need to answer a few specific questions, and these are the ones we would look at first:
- A power limit and whether it follows the 800 watt figure used elsewhere
- How zero export is enforced, given Cyprus has an isolated grid with no interconnection
- Whether a notification to the supplier is enough, or a full application is required
- What wiring and socket requirements apply, and whether an electrician must be involved
- How it interacts with rented property and apartment blocks
None of these are unusual. Other countries have worked through them. They simply have not been settled here.
Our honest advice for now
You can buy plug-in kits online today. We would not recommend installing one in Cyprus yet, and not because of the hardware.
Without a framework covering it, you have no clear answer on wiring compliance, on how your supplier treats it, or on where you stand with an insurer, a landlord or a building committee. That is a lot of uncertainty for a few hundred watts.
